A meeting of military folk is right up Thrawn's alley, and if he can lend his talents and knowledge, he'll gladly do so. He comes dressed in his uniform, so it's immediately obvious that he was once part of a military organization, even if nobody will recognize the uniform itself.

Thrawn takes a granola bar and stands off to the side, reading the room and looking at the others who have arrived.

Thrawn's specialty is space fleet tactics and combat, but he also knows about hand-to-hand combat and basic weapons use. He's more than willing to teach others to think like a tactician, and hone observational skills.
