It's pretty normal - Recovery Girl would do about the same thing sometimes, with a bit more scolding if the injured person wasn't too bad off. Ochako's definitely gotten an earful from the school nurse indeed, mostly for her poor eating habits. This sort of thing is really nothing a thorough wash won't fix. Hell, a soak in the springs at the Inn would do her good, actually.
