[It's true - addressing the events of the past is something that should happen, regardless of the utter failure that still weighs heavily on everyone's shoulders. It's not an easy thing, and tensions have been not only running high, but continuously escalating as well... People are getting claustrophobic, which is starting to make them also get aggressive and cast their ire on others. It's just a bad time all around, until the root of the issue is fully addressed, and relief efforts take a better hold.

But for now it's best not to dwell on those negative things. Not when this is supposed to be fun. Ochako did her fair share of moping for a long while - she's over it. Time to really dig in her heel and not get set back again.]
