"My people only studied it from afar, and I learned a little more about it from your father when I first met him," Thrawn still stood by his beliefs that the Republic was inefficient and couldn't meet the needs of the entire galaxy. Too many opinions speaking all at once, and too many clashes of policy, only kept things from being done.

Luke was much like Ezra Bridger, in a way. Both had never known the Republic, only the Empire, thanks to being born right around the time it was created. Distantly, Thrawn wondered what would happen were Luke to meet Bridger, and he found himself somewhat glad that he'd encountered Luke first, assuming Bridger ever came here.
