Honestly, it's a good thing she cannot since she'd most definitely use her familiar in an attempt to overthrow the current government. Azula had an inkling of an idea of what caused her dragons hissyfits with Zuko, but it was embarrassing enough to not think about-- she'd rather Zuko think their relationship was only ever going to be a rivalry.
