This may be mafia related, but if Zuko isn't part of a Family like he claims, then this should be a more easy meeting than any of them could anticipate.
Hearing this guy refer to his boss as the Tenth makes the bomber smirk gently in approval. He'd referred to him that way while they'd spoken through text, but it's another thing to hear it.
