She can't move until Monika is at least feeling a little better. Until she realises just how Minako is not mad at her in the slightest. There's only one person here she's mad at and hurt by, and it's not Monika.

They're gently places on both sides of the other girl's head, and Minako tries to pull her back a little, just so they're face to face - with Minako still holding Monika's face.
She briefly casts a light magic illusion, just so it seems like Monika is here alone and still tied up in case one of the fae peeks in. Even the door seems still closed within it, completely covering up the two girls in this moment.
It's just a slight precaution, because Minako wants to - no, has to focus all her attention on Monika in this moment.
