[In Fran's experience there will ever and always be people who are disinclined to do as they have been told. Regardless of the situation as it should stand, or their reasoning for not doing so. Or how much more trouble might have been made as a result. And yet... if she has seen anything thus far of this world it is that there is no shortage of people who are willing to spend time dealing with the latest problem to come up, whatever it should be.
(Something that she herself is not immune to, for all that she has come along on this particular excursion as much for the sake of exploration as any desire to help.]
There are always those in whom curiosity runs strong. Or those who believe themselves above such rules. For good or ill. This is no different.
